He remains the broad first Earth target because his frontline utility and Primarch weapon-skill passive improve several teams, including from reserve.
Unlike Uriel's usual reserve contribution, Makora directly increases the first turn through permanent double attacks, guaranteed DA and post-normal damage.
Lu Woh is first for unattended stability through gauge, mitigation, healing, and full HP/debuff recovery. Shalem follows for repeated debuffs, dispels, and high-frequency ougis; together they form the premium Earth CA and omen-control package.
