General account value, strict first-turn value, and high-level Full Auto are stored separately so a numerical tier list cannot erase team-specific reasoning.
He is the broad account upgrade because his active utility and Primarch weapon-skill passive remain valuable even when another frontline is used.
Nehan compresses the first turn with guaranteed TA, echo and double strike for the other three members. That is materially different from Sandalphon's usual reserve contribution.
Horus is the cleanest account-specific target because Cosmos is already owned. Party charge, immediate FC, huge debuff counts, double ougis, healing, and gauge support directly answer V2 omens without a manual loop.
Verdict. Grand Sandalphon remains the first broad spark, but Nehan is unquestionably the account's first Light acquisition when the objective is one-turn honors farming.
Boundary. Grand Yuni's important zero-turn choices require setup, so she is excluded from the unattended priority. Nehan stays on the separate one-turn list.
Once acquired, keep his Primarch passive active from reserve when the Nehan short team occupies the frontline.

Summer Payila is newly released, so no mature exact-team guide exists yet. Early Japanese discussion identifies her as normal-axis, and Basara is also a normal attacker; Extremity is therefore the evidence-based direction, while Beta leaves Normal Cap to Ultima. Recheck after Light GW testing.

Current post-release 18-star recommendation. Skill cap strengthens her one-use 10-hit debuff, TA helps the party reach the four-TA cadence that refreshes her team buff, and HP supports general Full Auto survival.
Full 18-star general-FA path. His passive already guarantees TA, so the useful gains are elemental/stamina damage, caps for both damage modes, and reliable attack/defense/accuracy debuffs.
